Summary

Pin app PR #7014 at its public Relay update in the paired backend instructions.
Direct contributors to the app full-stack bootstrap, which now uses only public Relay and Signing Server sources.

Verification

README-only change; current-source and complete-history Gitleaks checks pass.
The updated app PR branch was anonymously cloned and prepared both public backend pins; its local full-stack smoke passed.

No production service or credential changes.
